It sounds to me like the problem is exactly as it's stated - the batteries in your key fob are low. In case you don't know, the electronic fob used to lock and unlock (and in some instances pop the trunk or start the car, if so equipped) runs on batteries. Just like everything that runs on batteries, the shelf life is not infinite. I would suggest researching what battery is inside of your key fob and how to open it. If this isn't something you are comfortable doing (yes, I admit, opening something that small isn't for everyone), you can take the fob into a Volvo dealership or in some cases another qualified service center and they can replace it.

have battery charged fully. start car test the output voltage of your alternator. do this by probing the batt pot terminal on backside of your alt. if it is good it must be above 12.35v if not replace

You car has an integrated key and remote.
There is a software that needs to be downloaded to the car. When the
remote is purchased at the dealer it comes in a plastic package. That
plastic package has a sticker on it. The sticker contains id codes.
There are two codes one is 16 digits/letters and the second one is 8 digits/letters.
Without this sticker the dealership can not program the remote/key to
the car. If you buy a key elsewhere, make sure it has the codes included.
Unfortunately you cannot program a remote yourself.

Hello there. I have a Volvo V70 that I bought recently and it had the same problem. I left the ignition switched on for about two hours and after that time the reading had changed from OFF to Code. I then entered the code and Hey Presto It worked. When I purchased the car it too had no code. I went to a Volvo Dealership, with proof of ownership of the vehicle i.e. Log Book and proof of ID , I used my Passport, and they gave me the radio code.The only dowside was I had to pay them £10 for this code but I feel it was worth it. I suggest you try this too. Good Luck.

If you are talking about the blower motor fan,inside the car,look for a blown fuse,or a bad fan relay.The blower motor relay could be mounted near the blower motor,or in the relay box,look for the lables to guide you to it.If the relay,and the fan are fine,then replace the blower motor.

This sounds to me like you may have a bad master switch. Everything with the windows goes back to the master switch before it will work.
