Surging is the engine surging or trans slipping, or shifting wrong.
(only you can answer that, we cant drive your car and see)if you can;t tell this, get car serviced.

to make driver safe, today.

Throttle by wire, also prevents this. (bam to limphome) and is TBW !

usually surge is a factor of lean air mixtures.
in the dark days of old ECU's they when crazy and surged the ISC, that is history now.... (mostly)

Could be any one of a number of sensors for engine control . Mass air flow sensor , TPS - throttle position sensor, or APP- accerator pedal position sensor etc... Without testing an looking at scan tool data ,who could say for sure . How does the vehicle idle ? how does the vehicle run at cruise speeds ? Does the vehicle have electronic throttle control ? 2010 - i'm sure it probably does . Is the check engine light lit ? Your best bet would be to take it to a qualified repair shop.

check fuse make sure wire under steering wheel is contacting metal and check horn with voltage to see if its good and also use voltmeter to see if there is voltage present when the horn is depressed

Yes this is just as you are trimming the Jeep for power in which case your fuel economics will work down.
Also the engine noise will change as the sucction is different and not muffled with the duct in place.

Anytime a light does something weird it's usually a bad connection. Could be a wire grounding out or a loose connection at either end of the wire.

Hi Kevin Salzman,try to tell more than one word, surge.
and scan the PCM, first.
transmission slip will surge.
transmissions shifting, and hunting gears.
eg: 2>3 3>2 hunts. or 1/2 hunts.
why not ask a shop to diagnose the surge.
