Go here http://www.bbbind.com/free_tsb.html free wiring diagrams . Enter your vehicle info. year make model engine size . Under system click on Electrical distribution . Then under subsystem click fuse panel . Then hit search an two blue links will pop up . Click on them one at a time . The first link will show at the lower right side of fuse box the Wiper/ washer relay ! The second link shows the 1 touch down relay . When you check those out go back to system an click on body an Accessories ,then subsystem click on power windows . Look at the wiring diagram an do the same for the wipers / washers . Good luck !

Sounds like the wiper motor is on it's last leg(s) -- needs help starting -- not enough torque supplied by the motor to move from dead stop. Will probably need replacing.

One of your power wires is grounding to something, whether through a switch or relay.
I had wires fuse together that had the same effect in a vehicle years ago. Constantly blew fuses and happened to find the 2 wires fused under the dash in the steering console.
This is probably not your problem but there are very few things that cause those fuses to blow that rapidly.
Electrical is difficult to troubleshoot over the net though. Find out what the fuse goes to and try to follow the wires from point A to B as much as you can. May be as simple as a wire that the insulation is rubbed off or cut at a point and touching the body.

The switch may not be making contact or wire to switch may have come off. If poss check voltage on the water pump for your rear screen. You may also have a bad earth.

check the linkage bushing under the wiper itself. it is the part that connects the motor to the wiper.
