If your Eclipse has the serpentine belt set up, the problem of the belt failing may be due to a worn belt tensioner, or tensioner pulley or a worn idler pulley. If the tensioner arm fluctuates a great deal when the engine is running, it's probably worn out and it is not providing the approprate tension on the belt.

The compressor cannot be by-passed, but you can disconnect the compressor clutch by disconnecting the two wire connector at the compressor; then the compressor pulley is just an idler.
yes it is very possible you will have to go to an auto store and find the right size belt ask them if there is a model of that car without the belt if not they can find you the right belt

I am going to go out on a limb and say low fuel pressure. I would replace the fuel filter first , as that's the easiest and cheapest 1st step. ( most cars need it done anyways )
