no you would have to pull the motor to make sure its working but it sounds like what you may be hearing is like a humming sound where its trying to work but not.

You can buy a canister wrench at the local auto parts store. You do not need to torque the oil filter on, just hand tighten, No new gasket for the drain plugs just do make sure that it is tightened properly

SOURCE: Volvo V70 Workshop/Repair manual

No.

You should purchase the factory repair manual. With current dealership repair rates at 90 to 120 dollars per hour, It should pay for itself the first time you use it.

If you want a cheaper manual, Chilton's is good if you are technically proficient, and Hayne's is better if you aren't. Both can be purchased at Auto-Zone, NAPA, etc,

SOURCE: how to change bulb in headligth of volvo v70

For the RH headlight, First remove the top cover of the ECU module just behind the headlight. Then remove the middle section leaving the ECU in place. Both parts are just clipped in so should come out fairly easily. You will then be able to get access the the headlight bulb, release the spring clip at the top (using a mirror helps) and the bulb should come out.
For the LH side remove the air filter housing.

Call the Dealer and see if they will fix it under the extended warranty or the throttle recall.

It sounds like your alarm is getting triggered and causing the car to go into the 'immobilizer' condition. Look in the manual for a way to disable the alarm temporarily until you can get to a dealler.

Check this LINK. It states:
Often the 'false tripping' on the V70 is caused by frayed wiring to the tailgate. The rear screen heater and the two side screen wired grids are used as a 'break glass' detector on the 70 series alarm system. The three elements are wired in series.
If you go to the dealer or use the latest version of Vol-FCR the cause of the last alarm can be read from the VGLA unit, this will help diagnosis of the cause.

My 2004 V70 is using oil at about 1 liter/ 1000

NO WAY! this is way to excessive. try going to the next thicker oil. man that is just way to much. by the time you needed an oil change, youd be half empty. always use the volvo filters though.

Volvo V70

A common problem with this model.. had the same issue with my 98 V70. It is usually (but not always) due to wear in the microswitches that control these warning lights. They are an integral part of the door locking system so this can sometimes be rectified by replacing the locking units (be warned though, these are not cheap so it's worth checking before you start to confirm that this is really the problem).

99 volvo v70 xc back hatch will not open

It could be just a censor in the door itself. My truck does this. Its nothing serious, just means the the censor is burnt out. I could be wrong, take it in and have someone else look at it. If you think it is a spring, try looking for it on ebay autos. You can find lots of stuff there cheaper than you will at a dealership. Then just have it installed. Good luck.

Alarm sounds everytime key removed from ignition?

There is a switch either in or on the driver door that turns on the interior lights and tells the module the door is open and the key is still in the ignition, this sounds the alarm, check all the doors and make sure they turn the interior lights on and off when the doors are opened and closed.
