Your Lexus has 2 separate systems, one for each side.
They have separate controls, and one of the controls is broken or stuck.
If you have set both of the dash controls for A/C, then the one not doing that needs repair.
Since this will involve the mechanic taking the dashboard and heater controls apart under and behind the dashboard, be prepared for possible very expensive fix.

Is your system a two part temp system? In other words is driver and passenger temperature controllable?

This fix is most likely a blend door motor stuck or gone bad. As previous solution stated, dash will need extracted to properly fix your problem and could be costly. In the interim, if the motor is stuck you may be able to bang on different parts of the dash in hopes that the motor unsticks, most likely the lower center part if the dash while attempting to change the controls.
