There should be a small lever, usually on the left of the steering column, under the steering wheel. If you pull or lift on the lever, it allows the steering wheel to be tilted up or down. When you release the lever or push it down, it will lock the steering wheel at that height.
Cheers.

Steering Wheel Adjustment .The lever is located under the steering column, slightly to the left. To adjust the steering wheel: 1. Pull the lever down. 2. Move the steering wheel up or down into a comfortable position. 3. Pull the lever up to lock the wheel in place. Do not adjust the tilt lever while driving.

What do I look for to fix the Power seats and power tilt steering has no power

A control module ! Electronics The steering column has a tilt/telescoping control system that consists of an electronic control module capable of class 2 serial data communication, a steering column power assembly with positioning motor and sensor, and a steering column control switch. The multi-function lever provides for the control of the headlamp high beams, and the windshield washer and wiper.
The tilt/telescoping steering column in/out/up/down switch is an input to the driver position module (DPM). The tilt/telescoping drive motor is an output function of the DPM.
Steering column memory settings are stored in the DPM. The steering column position sensor is an internal part of the tilt/telescoping motor assemblies, and is an input to the DPM. The DPM uses the position sensor input when storing and recalling memory settings.
Same thing with the seats , electronic control module .
Battery positive voltage is supplied at all times to the memory seat module (MSM) through the battery positive voltage circuit from the POWER SEATS circuit breaker located instrument panel (I/P) fuse block. This voltage is used to power up MSM and also to apply power to the seat motors when commanded. Battery positive voltage from the TILT/TELE SW/MEM SEAT MOD fuse located in the body control module (BCM) fuse block that supplies voltage to the seat adjuster switch and the memory function switch, also supplies voltage to the MSM. The MSM monitors this voltage circuit in order to determine if battery voltage is supplied to the seat adjuster switch. The MSM is grounded through the module ground circuit and G301.

Have to tilt steering wheel to start

The electric part of the ignition switch for my '86 is under the dash at the base of the steering column, and it's actuated by a rod connecting it to the key lock. Sounds like either the rod's worn so it to longer engages the electric switch in all tilt positions, or it's a neutral switch problem. Rod wear is a high-mileage issue, but adjusting the switch (loosening bolts, sliding it microscopically back and retightening bolts, should improve it. If it's a neutral switch problem (automatic transmissions only) then the truck should start with tranny in neutral gear, regardless of tilt position. Problems there are adjusted out at the linkage adjustment under the hood at the firewall, where the linkage emerges. Good luck!

Have a 92 SVX. The tilt steering wheel will only lock in the low down position, otherwise it just floats! Any ideas?

There are 2 adjusters on the steering column, One on the left side that tilts the wheel up to make it easier to get in and out, and one on the bottom to adjust for comfort.

My 2005 DeVille's tilt steering wheel will not move. It is a mechanical lever (not power). when depressed the tilt mechanism doesn't seem to engage. the lever moves but the steering wheel cannot be...

There is no secret button. It sounds like the linkage between the tilt lever and the tilt mechanism inside the steering column has come loose, or the mechanism is jammed. If that's the case, it's a complicated job to repair it, and because of the air bag in the wheel housing, should only be done by a qualified shop.

When key goes in ignition. steering wheel wont adjust up or down

its the tilt thing, you have to have it replaced for $200, or go to a mechanic and have him adjust it the level you want and let him deactivate the tilt from electricity. Best thing I ended up with my millenia :)
