1999 Ford F-250 4x4. The ABS light is on, and the speedometer doesn't work. I replaced the speed sensor on the differential. It is still doing it. Plus it shifts hard and won't go into 3rd gear.

See the first video, but by the sounds of it, you need an auto electrician with a pro grade scan tool computer to diagnose these faults electronically. ABS, Speedometer and Transmission Solenoids.

Principles of Operation
Transfer Case - Electronic Shift
The four-wheel drive, electronic shift-on-the-fly feature electrically shifts the vehicle transfer case between 2WD, 4X4 HIGH, and 4X4 LOW. The system mode is selected by the operator through the mode select switch (MSS) on the instrument panel. The operator is informed which mode the system is in by two instrument cluster indicators, one for 4X4 HIGH which is 4X4, and one for 4X4 LOW which is LOW RANGE (in 4X4 LOW both the lamps are on). Shifts into 4X4 HIGH can be made at any speed. When shifting into 4X4 HIGH with the vehicle stationary, tooth blockage may occur, preventing shift completion. When the vehicle is driven above 8 km/h (5mph) the shift will complete. When shifting in or out of 4X4 LOW, the generic electronic module (GEM) requires that the vehicle speed be less than 5 km/h (3 mph), the brake pedal be applied, and the transmission in NEUTRAL (automatic transmission) or the clutch pedal be depressed (manual transmission). (The digital transmission range [TR] sensor informs the GEM when the automatic transmission is in the NEUTRAL range position.)
The gearmotor encoder assembly is mounted externally on the transfer case. It drives a rotary cam which moves the mode fork and the range fork within the transfer case between the 4X4 HIGH, 4X4 LOW, and 2WD range positions.
The GEM uses two relays to control the gearmotor encoder assembly shift between 4X4 HIGH, 4X4 LOW, and 2WD modes. The GEM controls the pulse vacuum hublock (PVH) solenoid which supplies engagement and disengagement vacuum to control the hublocks.
The GEM accomplishes shifts by interpreting inputs from:
  • mode select switch (MSS)
  • vehicle speed signal (transmitted from the ABS system)
  • gearmotor encoder plate position
  • brake pedal switch
  • digital transmission range (TR) sensor (automatic transmission)
  • clutch pedal position (CPP) switch (manual transmission)
  • ignition switch
Based on these inputs, the GEM controls the shifts into 2WD, 4X4 HIGH, or 4X4 LOW with the following outputs:
  • low to high relay (clockwise)
  • high to low relay (counterclockwise)
  • pulse vacuum hublock (PVH) solenoid
  • gearmotor encoder assembly
The electronic shift-on-the-fly (ESOF) system has a feature which allows the driver to override the vacuum operated hublocks. When the front hublocks are manually turned to the LOCK position, the hublocks are locked at all times, overriding the vacuum operated system. If the front hublocks are manually turned to the AUTO position, the hublocks can only be locked by turning the MSS to 4X4 HIGH or 4X4 LOW position.

Shifting

Is your code reader capable of reading U, C, and B codes? The speedometer doesn't get it's speed reading from the wheel sensors. It gets it from the transmission. Not shifting past 2nd gear means your transmission is in "limp in" mode. It prevents shifting to avoid further damage. I see a transmission repair shop in your future.

SECTION 308-07A: Transfer Case - General Information 2000 Explorer/Mountaineer Workshop Manual DESCRIPTION AND OPERATION Procedure revision date: 06/17/1999 Transfer Case -Automatic Four Wheel Drive (A4WD) The A4WD system is an electronic shift 4x4 system that allows the operator to choose between three different 4x4 modes. The operator can switch between A4WD and 4WD HIGH modes at any speed. To engage or disengage LOW range, the vehicle speed must be less than 5 km/h, the brake depressed, and the transmission must be in NEUTRAL.
The front/rear driveshaft speed sensors (Hall effect) are mounted to the transfer case and detect the speed of the front and rear driveshafts. This input is used by the generic electronic module (GEM) primarily to control A4WD operation.
The throttle position output signal is provided to the GEM from the powertrain control module (PCM). This signal is used by the GEM in controlling the A4WD clutch.
The shift motor sense plate, an integral part of the electric shift motor, informs the GEM to the position of the transfer case.
The digital TR sensors are located on the LH side of the transmission; these sensors inform the GEM when the transmission is in the neutral position.
The electric shift motor is mounted externally at the rear of the transfer case. It drives a rotary cam which moves the mode fork and range fork within the transfer case between the HIGH range (A4WD, 4HIGH) and LOW range positions.
The 4x4 shift motor uses a module containing two relays which, under the control of the GEM, shifts the transfer case shift motor between HIGH range (A4WD, 4HIGH), and 4LOW modes.
The solid state clutch relay is used to activate the A4WD clutch within the transfer case.
System Function
Hall effect sensor monitors input and output shaft speed.
In the A4WD (C-Trac) system, the GEM varies the torque sent to the front driveline by controlling the transfer case clutch. At rest and under cruising conditions, the GEM activates the transfer case clutch a minimum duty cycle (percentage of time the clutch is turned on), which allows for the slight difference between the front and rear driveshafts which normally occurs when negotiating a corner on dry pavement. Under any of the following conditions, the GEM will increase the duty cycle in order to prevent or control slip:
  • Slip is detected (by using the Hall Effect Sensors)
  • Heavy acceleration (throttle position).
Feature inputs:
  • Brake ON/OFF switch.
  • 4WD mode switch.
  • Digital transmission range sensor.
  • Clutch switch (manual transmission vehicles only).
  • Vehicle speed signal (transmitted from the ABS module).
  • Front/rear driveshaft speed sensors.
  • Throttle position information from the PCM.
  • Contact plate position inputs A, B, C, D.
Feature outputs:
  • Solid state clutch relay (pulse width modulated signal: grounded when relay is on, battery potential when relay is off).
  • A4WD indicator (ground when activated, open circuit when deactivated).

Shifts between A4WD and 4x4 HIGH can be made at any speed. Listed below are the inputs and outputs needed by the GEM to execute a change between any of these modes.

What is trouble code p0713? my transmission sometimes is hard to shift out of first gear and sometimes it acts like it's stuck in high gear. it is a 4 speed automatic 4x4

That code indicates the transmission is overheating which will certainly cause the problem your having. This maybe just a need to have the fluid and filter changed. Check your fluid level and check the fluid to see if it is a brownish color instead of Red. If it is burned have the fluid and filter changed. This should resolve the issue. Since you are having shifting problems it would be a good idea to have the transmission checked by a Service tech.
