If you have room to use a pneumatic impact wrench that would be the easiest. If not, try a strap wrench on the balancer or pulley if the belts are removed. If the belts are on and are tight, try to wedge something between the belt and pulley as you start to loosen the bolt. Good luck.

To adust follow the cable from the drum to the Y on the Y there is two nuts back off the lock nut then turn other nut clockwise to tighen cable be careful not to get to tight or the brakes will lck up and make sure you goe enough brake pedal before doing so.
If you can physically move the damper the isolating rubber is probably starting to seep out and the damper should be replaced. That is, assuming just the outer part of the damper where the belt goes on is moving and not the whole thing.
there should be two holes in the rotors that will be threaded. send two bolts in them a little at a time to push the rotor away from the backing plate.
