I had a short spark when I was working on a window motor, and when I drove at night, the dash panel lights were gone! Could this be a fuse and if so where is it locate?

Check for a blown fuse. Replace fuse. If it blows the fuse right away, then you have something shorting out the circuit.
Fuse panel is probably located under the dash board, to the left of the steering column.
IF you're using the cigarette lighter as an actual lighter and not as a 12 volt plug for a phone charger, THEN I would suspect the heating element of the lighter itself.
Often lights under a dash or indicators just blow out bulbs. If more than one thing isn't lighting and are centralized check fuses to see if its blown. Bulb or fuse. IMHO. MIGHT be a sensor on tranny too. Hope not.
