In theory, yes, but in practice not a good idea except to verify operation. Pump relays are usually controlled by the ECU and get power from the IGN switch. Double check your grounds at the pump.

1991 suburban...will only run for 4 sec than turns off...i have replaced the fuel filter, pump, the fuel relay,,,,still wont stay running

I would bypass the relay and power up the pump then check fuel pressure at the injectors. The pump may not have power after the relay turns off.
You may also be loosing power to the ignition module or coil.

Not getting fuel - the fuel system is clear but the relay is not turning on the pump - if I bypass the relay the pump turns on

Replace the relay. Probably runs around $12. If your bypassing by using a direct hot instead of bypassing off the relay hot trace the hot side of the relay all the way back till you find the break.

Not getting power to the fuel pump, replaced the relay, could the problem be in the ECU.

NO. is the fuse good? is power getting TO the relay? if power is at the relay, you should be able to bypass the relay and feed power directly to the pump. If you are sure there is no power to pump, then the wire has an open between the relay and the pump.

95 fuel pump replaced twice still fails, works

you may want to check on the wiring. also test on the pumps if they go bad after replacement by bypassing the relays and connecting it to the battery. Either way it may still be the wiring. The bad wires or connection and even relay may send intermittent power to the pump. IT could also have fried your pump should it not work when directly connected.
