Metal shavings indicate mechanical failure of the internals
you don't mention the make and model of the transmission but from experience some transmission have a badly designed band servo housing the is prone to breaking at the adjustment area
this gives a clunk as the bands are engaged , band slippage and drops metal into the pan
The fix is generally in car and relatively cheap
pull the pan and check for cracks in the internal castings around the band adjustment screw area
If it is more, have it diagnosed by an accredited specialist transmission shop and get a detailed quote for repairs before you accept the " tranny is s***** answer , need a new one" answer

By the grayish color, fluid being thick, and metal shavings, the clutches are pretty much worn out. It's time to either rebuilding your transmission or just installing a good used one. The fluid normally should be a reddish color. The gray is from the actual clutch material going away.

I have a 93 MB 2.6 190E . went to junkyard, got same tranny, spent 500 bucks to replace. Drives fine. No metal shavings on mine either but changed tranny, ok.

the 1995 explorer has a pressure valve that can get clogged pretty easily is the truck slow to change from P to D or R to D if so i would change the valve i think its around $50 last time i bought one.
The metal shavings do not indicate anything good i'm afraid was there big pieces? alot of shavings or just a few?

Base on the information gaven it seems that your forward clutch pack is worn,thats the reason you have seen that metal shaving in the transmission pan.So get your transmission repair.
