There isn't one ,controlled by the totally integrated power module , computer . Horn not working , could be the clock spring inside steering column . google automotive clock spring . Does your radio controls on the steering wheel work ,if you have them . Is the airbag light lit ? When you push the horn switch on the steering wheel ,it is an input to the instrument cluster microprocessor . The instrument cluster is on the C.A.N. data bus ,when horn input is sensed it sends a message to the TIPM which then turns on the horns . all electronically controlled . If your horn isn't working and it isn't the horn itself the next thing to check is the horn wire in the steering wheel under the air bag. The little clip breaks off in time and the horn wire pops out. To repair you can remove the wheel and replace the part but I usually grind in a new notch in the old plastic and re attach the wire and it will work again.
Test the horn itself first. Just remove the connection to the horn and attach 2 wires to a live battery and tough the 2 sides of the contacts on the horn. If it blows the horn is good. If not replace the horn before you go any further.

Should be located close to the oil filter. It will screw in like a spark plug. It has a harness plug. Easy to change, save yourself $70 in labor. You will need a fairly large wrench to remove

Some of the Sebrings have two filters(one is called a sock).The sock(which all sebrings have) is located in the fuel tank itself on the pump module.If this model is the JXI then the external filter is located on the belly of the car between the tank and drivers rear seat. I hope I could help!!!

If you do not know where it is, it is probably safe to assume that you also have not tested it. If you have not tested it, then how do you know that it needs to be replaced?....Just asking!
