What is cheapest but reliable tool I can get to program cluster?

I took to ford dealer and spent 600.00 and they could not find issue. No more of that. I think is the cluster. Tool will be used just on my cars and truck only 2003 ford Expedition, ford 2002 ford ranger, 2006 lexus if possible. I understand you have download configuration and upload to new one. I also read something about flashing but not sure on that.

How to turn off the pats system on a 03 ford windstar

There is no turning it off . You have to take it an have it diagnosed an fixed , PATS is software programmed into instrument cluster microprocessor , PCM - engine computer , PATS module > If you don't do it right you'll have a vehicle that won't work , start , run etc... The ford dealer mite be able to go into the different modules an turn it off . But would need ford factory scan tool ! You'll need to call the dealer !

Check all fuses sometimes fuses tie things together that u would not think have anything to do with one another there should be a full fuse box lay out in the owners manual

How can I reprogram bcm on 2006 ford fusion

You need a factory scan tool , it only costs about $3,000 ! Does the back lighting work every where else , Instrument cluster , switch on steering wheel, door switch's etc.. If so you have another problem , because all the back lighting is controlled by the SJB - smart junction box , that's what ford calls there body control module !

unfortunately , no you can not.
Ford is good like this... they make their own tools for any number of FORD ONLY items , such as fasteners and etc. so that you can not work on them without buying their tools first.
The security features are definitely something you will need to contact the dealer about.
