The motor in the headlight is probably dirty and corroded with age. They are not available new, perhaps a rebuilt one off ebay? It takes a 10 mm wrench and a good phillips screwdriver to remove the assembly and replace the motor...good luck...
Working headlights with no running lights usually means a bad headlight switch. They are not available new, try a junkyard or ebay... good luck... Chris
Under the radio. You should hear a click when it operates. If it clicks and the headlights don't raise, then the headlight motor cams need to be cleaned
take four screws out of housing (two on each side) slide housing toward front of car. remove two screws from crome ring and remove light. reverse to install
the piece for the push pull, is removable, under the switch about half way bac there is a small button that you push, it will alow the knob to be removed, it is installed into the new one once it is in place. the lower cover needs to be removed as does the cluster trim and the switch is held in place by two phillips screws
