it gets power from the CHIME fuse in the instrument panel junction/fuse block. It should have power on the orange wire. The black and light green wires are the grounds.
put a drop tester across the battery its flat for whatever reason or had its life so try charging it with a trickle chearger for a couple of days and if still no start then renew it
Have you recently replaced any bulbs? Did you use dual element bulbs. It sounds like the wrong bulbs were used and the brakes lights are backfeeding the tail light circuit.
Sounds stupid, but could be bad battery conection. The car gets enough amperage to run the acceseries but not enough amperage to start the car. Clean and tighten the terminals. It cost nothing and will eliminate these connections as the cause if the problem persits.
