The front seatblet retractor springs have weakened. Unfortunatly, there are no "user serviceable parts" on them. They would have to be replaced. How many miles is on it? If you have low mileage, the Toyota Customer Experience Center may provide you some assistance, as the belt replacements are quite expensive. I'd call the CEC and explain your dilemma.   1. Disconnect the negative battery cable. If equipped with an air bag, wait at least 90 seconds before working on the vehicle.
CAUTIONSome models covered by this guidemay be equipped with a Supplemental Restraint System (SRS), which uses an air bag. Whenever working near any of the SRS components, such as the impact sensors, the air bag module, steering column and instrument panel, disable the SRS, as described in .
  1. Remove the lower steering column cover. Unfasten the ignition switch connector under the instrument panel.
  2. Remove the screws which secure the upper and lower halves of the steering column cover.
  3. Turn the lock cylinder to the ACC position with the ignition key.
  4. Push the lock cylinder stop in with a small, round object (cotter pin, punch, etc.).
On some vehicles, it may be necessary to remove the steering wheel and combination switch first.
  1. Withdraw the lock cylinder from the lock housing while depressing the stop tab.
  2. To remove the ignition switch, unfasten its securing screws and withdraw the switch from the lock housing.
To install:
  1. Align the locking cam with the hole in the ignition switch and insert the switch into the lock housing.
  2. Secure the switch with its screw(s).
  3. Make sure both the lock cylinder and column lock are in the ACC position. Slide the cylinder into the lock housing until the stop tab engages the hole in the lock.
  4. Install the steering column covers.
  5. Connect the ignition switch wiring.
  6. Connect the negative battery cable.

You can do this one yourself if you want it does not require removing the steering wheel. just the plastic housing from the steering column.
remove housing/cover. then look at housing with cylinder lock assem. on bottom about 1.2 inches or so from the end of the lock assembly you will see a very small hole insert metal pin into hole and push in while turning the key in the ignition backwards to accessory positionyou will feel the pin your pushing move in a bit, then you should be able to pull the cylinder assembly out. insert new assembly with key in the same position and turn forward this will install your new assemlby then reassemble your plastic column covers.

Most if not all vehicles have a Electronic Park Lock (EPL)/Ignition Lock Cylinder Control Actuator: If the vehicle is equipped with automatic transmission and a floor mounted console gear shift, it has an ignition lock cylinder control actuator system in the steering column. The ignition lock cylinder control actuator purpose is to prevent the ignition key from being turned to the OFF position when the transmission is in any position other than PARK and the vehicle may still be moving. The column ignition lock system consists of an ignition lock cylinder control actuator, and a park position switch that is located in the automatic transmission shift lock control switch. The ignition lock cylinder control actuator contains a pin that is spring loaded to mechanically prevent the ignition key cylinder from being turned to the lock position when the vehicle transmission is not in the PARK position. If vehicle power is lost, and/or the transmission is not in the PARK position the operator will not be able to turn the ignition key to the lock position and will not be able to remove the ignition key from the column. Your best bet is to take it to a ASE certified repair shop or the dealer ! The fix involves taking the steering column apart an or the floor shifter assembly ! Also electrical test to determine what is the problem !

Ignition Lock Cylinder Control Actuator
If the vehicle is equipped with a floor mounted console gear shifter, it has a ignition lock cylinder control actuator system in the steering column as an added safety feature. The ignition lock cylinder control actuators purpose is to prevent the steering wheel from being locked when the transmission is in gear and the vehicle may still be moving. The column ignition lock system consists of a ignition lock cylinder control acutator, and a park position switch that is located in the A/T shift lock control switch. The ignition lock cylinder control acutator contains a pin that is spring loaded out to mechanically prevent the ignition key cylinder from being turned to the lock position when vehicle transmission is not in the Park position. If vehicle power is lost, and/or the transmission is not in the Park position the operator will not be able to turn the ignition key to the lock position and will not be able to remove the ignition key from the column. GM has had some problems with this , If you have the console shifter there is a micro switch that when put into park a linkage pushes on this micro switch closing the circuit to ignition lock cylinder control actuator allowing you to remove your key ! These linkages fall out causing this problem ,an have electrical wiring problems as well ! I fixed a 2006 Chevy cobalt that had this same problem by getting a used shifter assembly at the auto salvage year ! cost $20.00 . There mite be a access hole under the bottom of the steering column with a release button up inside !

How do you replace the ignition cylinder on a 1997 toyota 4 runner


Here's what you need:
1) Drill
2) 5/32′ cobalt drill bit (use cobalt, it's for drilling hard metals and is necessary)
3) 10mm socket wrench
Here's what you do:
1) Remove panel underneath steering column (4 X 10mm bolts)
2) Remove plastic shield covering ignition (should just snap out)
3) On the underside of the ignition assembly, you'll see a small hole (~1/4′) about 2 inches back from where the key goes. Using the 5/32′ drill bit, drill up into the hole, trying to center the drill bit on the pin which is inside the hole. You can normally push this retaining pin in if the ignition is turned to the first position and slide the cylinder out.
4) When the pin is drilled out completely, the lock cylinder should be easy to pop out with a small flat head screwdriver pried just underneath where the key goes on the front of the ignition.
5) The new cylinder should slide right in (with the key inserted and turned to the first position - ACC)
Heres what it cost:
1) Ignition lock cylinder assembly from Toyota dealer ~ $115
2) 5/32′ cobalt drill bit ~$4

the actuator inside the sterring column that the lock cylinder turns is boken, this is a very complex job and is not for the home tech without a factory service manual.

How do I remove the ignition lock cylinder from a 2003 Saturn Vue for rekeying?


REMOVAL
  1. Disable SIR system. (Refer to "SIR Disable/Enable Procedure (For Frontal and Curtain Inflators)".
  2. Disconnect negative battery cable.
  3. Remove lock cylinder bezel from steering column shroud by carefully prying with thin blade screwdriver.
  4. Remove shroud fasteners and remove steering column upper and lower shroud panels.
  5. Insert key into ignition lock cylinder and rotate to RUN position. Then rotate ignition cylinder back to ACC position.
  6. Depress locking button on side of ignition module assembly with a thin pick-type tool. Slide lock cylinder assembly from ignition module.
INSTALLATION

IMPORTANT: Actuator blade within ignition module housing must be in ACC position to install lock cylinder assembly. If rotated, replace it to ACC position, using needle nose pliers.

  1. Insert key into ignition lock cylinder and install into ignition module.
  2. Install steering column upper and lower shrouds and shroud fasteners.
  3. Install lock cylinder bezel.
  4. Connect negative battery cable.
  5. Enable the SIR system. (Refer to "SIR Disable/Enable Procedure (For Frontal and Curtain Inflators)".

With Key
  1. Disconnect the battery ground.
  2. On tilt columns, remove the upper extension shroud by unsnapping the shroud from the retaining clip at the 9 o'clock position.
  3. Remove the trim shroud halves.
  4. Unplug the wire connector at the key warning switch.
  5. Place the shift lever in PARK and turn the key to ON.
  6. Place a 1/8 in. wire pin in the hole in the casting surrounding the lock cylinder and depress the retaining pin while pulling out on the cylinder.
  7. When installing the cylinder, turn the lock cylinder to the RUN position and depress the retaining pin, then insert the lock cylinder into its housing in the flange casting. Assure that the cylinder is fully seated and aligned in the interlocking washer before turning the key to the OFF position. This will allow the cylinder retaining pin to extend into the cylinder cast housing hole.
  8. The remainder of installation is the reverse of removal.

This section is for a NON-TILT with no key or non-functioning cylinder:
Fixed Columns
  1. Disconnect the battery ground.
  2. Remove the steering wheel.
  3. Remove the turn signal lever.
  4. Remove the column trim shrouds.
  5. Unbolt the steering column and lower it carefully.
  6. Remove the ignition switch and warning buzzer and pin the switch in the LOCK position.
  7. Remove the turn signal switch.
  8. Remove the snapring and T-bolt nuts that retain the flange casting to the column outer tube.
  9. Remove the flange casting, upper shaft bearing, lock cylinder, ignition switch actuator and the actuator rod by pulling the entire assembly over the end of the steering column shaft.
  10. Remove the lock actuator insert, the T-bolts and the automatic transmission indicator insert, or, with manual transmissions, the key release lever.
  11. Upon reassembly, the following parts must be replaced with new parts:
    • Flange
    • Lock cylinder assembly
    • Steering column lock gear
    • Steering column lock bearing
    • Steering column upper bearing retainer
    • Lock actuator assembly
  1. Assembly is a reversal of the disassembly procedure. It is best to install a new upper bearing. Check that the vehicle starts only in PARK and NEUTRAL.

This section is for TILT and no key or non-functioning cylinder:

Tilt Columns
  1. Disconnect the battery ground.
  2. Remove the steering column shrouds.
  3. Using masking tape, tape the gap between the steering wheel hub and the cover casting. Cover the entire circumference of the casting. Cover the seat and floor area with a drop-cloth.
  4. Pull out the hazard switch and tape it in a downward position.
  5. The lock cylinder retaining pin is located on the outside of the steering column cover casting adjacent to the hazard flasher button.
  6. Tilt the steering column to the full up position and prepunch the lock cylinder retaining pin with a sharp punch.
  7. Using a 1/8 in. drill bit, mounted in a right angle drive drill adapter, drill out the retaining pin, going no deeper than 1/2 in. (12.7mm).
  8. Tilt the column to the full down position. Place a chisel at the base of the ignition lock cylinder cap and using a hammer break away the cap from the lock cylinder.
  9. Using a 3/8 in. drill bit, drill down the center of the ignition lock cylinder key slot about 13/4 in. (44mm), until the lock cylinder breaks loose from the steering column cover casting.
  10. Remove the lock cylinder and the drill shavings.
  11. Remove the steering wheel.
  12. Remove the turn signal lever.
  13. Remove the turn signal switch attaching screws.
  14. Remove the key buzzer attaching screw.
  15. Remove the turn signal switch up and over the end of the column, but don't disconnect the wiring.
  16. Remove the 4 attaching screws from the cover casting and lift the casting over the end of the steering shaft, allowing the turn signal switch to pass through the casting. The removal of the casting cover will expose the upper actuator. Remove the upper actuator.
  17. Remove the drive gear, snapring and washer from the cover casting along with the upper actuator.
  18. Clean all components and replace any that appear damaged or worn.
  19. Installation is the reverse of removal. Check for proper operation.
