Not to forget the obvious but is the filament for the low beam still intact? Low beams are always being used and burn out much quicker than the rarely used high beams.
There should be a left and right fuse and a relay involved.
The lights get power from the fuses, and the headlight switch and dimmer switch provide the ground circuit. So if you check the headlight plug with a meter you should have power and ground for high and low beam.

I went to the dealer, the parts for this are back ordered... must be a common problem.
The terminal clips weaken over time, then fail. They need to be replaced, if you go the the Volvo dealer and ask they may help you out. Failing that, you could contact Volvo directly and ask them. They may make good for you. If nobody will help you, maybe the NHSTA should know about this saftey defect...

You headlight lamp have a diffuser mechanism which allows it to flip between the hight beam and low beam feature of the bulb. In fact, you high beam will function even if the low beam is not working.
I would recommend the purchase of the new headlight lamp. It would cost you you any where from $15.00 per unit to get a replacement lamp

If all fuses and bulbs are fine, it's probably a problem with the wiring harness. Take it to the dealer. Wiring harnesses are not something to do by yourself unless you're experienced with wiring on the specific car.

had the same problem on my 92....check under the hood on the drivers side,towards the front,there is a "junction box" with all of the lighting wires connecting from the switches to the lights.My wires were all corroded inside,so I cleaned the ends and bought a new box from the local electronic supply store.The problem has not come back.

I did change the light and it still did not work.
I have checked the fuses under the hood and they are fine. I do not know where the relay is to check. Also thank you for the help.
When you say the fuses are fine, do you mean they both have battery power ? You may need to buy a shop manual online to get the wiring diagrams necessary to trace the circuits. You would need to use a meter or test light to check both hot and ground circuits going to the light to find out which one is missing. And those tests include checking the dimmer switch and the light relay.
The tests are not complicated, but you would need to know which circuit is hot and which is ground, and the components in the circuit.
Oh my, I may have bitten off more than I can chew. The fuses are not blown, I have no idea what battery power means. But I did notice a burnt beige tan wire, on the passenger side when I removed fuse box cover. I will try and get a wiring diagram maybe that could be the problem.
