There isn't a fuse. If there was, someone could break the window, open the door and quickly remove the fuse. The anti-theft security system is a complex system involving the antitheft module, sensors, the ECM and the BCM. They are computers that can't be reprogrammed to remove anti-theft feature.
'Thinking' is not good. What brings you to this conclusion? There are ways to check for parasitic draw and thinking is not one of them :>D

The PCM / ECM - engine computer energizes the fuel pump relay , only if it see's an input from the crankshaft position sensor .Does the vehicle have spark ? Any anti-theft system problems ? Testing the electrical circuit's would need to be done to find the problem . Looking at a wiring diagram for the starter electrical circuit ,to see what all is involved in starting the vehicle. First off is the security light lit on the insturment cluster ? Check engine light ? Do you know what a automotive electrical diagram is ? Then click engine under system ,then charging system under subsystem . Click the search button , then the second blue link . This is the starting system wiring . Looking at the diagram you will see there is a bunch of stuff . IGN switch , starter enable relay , park neutral safety switch ,Pass-key 2 theft deterrent module , starter . Knowing how it all works an where to test is the key to fixing a no start problem . Knowing computer controlled system helps too .
It is usually not an electrical problem. IT is common for the system to blowout and drop. Many people instead of paying $1500 to fix just replace the system with a good pair of coil over shocks for about $300
I'm not entirely sure what the instructions you are reading mean by that exactly. But I do think what you are seeing on the fuse panel are some fuse terminals that by design are deliberately empty. They are reserved for any fuses you may need for any after-market electrical changes, modifications or other additions to the car. I don't have a complete fuse diagram that would include the location of the fuse for your alarm system. I think they are often left unlabeled for security reasons; in the event of a break in to the vehicle that could allow access to the panel and disable the system by pulling the fuse. In the case you never get the diagram, you could probably use the existing factory diagram you do have and by process of elimination, see if you have fuses installed in the panel that are NOT on that diagram. Pull that fuse making note of it's location, check it to see if it is burned out. If it is, you can "borrow" a fuse of the same rating from elsewhere on the panel and put it into the spot of the burned fuse and see if the alarm operates.

Also security light stays on solid (no blink) weather key is on or off. Cannot reset security system at all.
Have the vehicle check by a qualified ASE certified repair shop .
