some vehicles have a synchronised twin electric fan system that operates only when the AC is turned on, can you manually turn off the AC and see if that changes what you have just described.
If not then the climate air ( AC ) sensor may be faulty.
It looks like the mixed door have a problem like vacuum or electrical motor depends witch system you have remove glove compartment. you will see the vacuum pack or electrical motor with many wires.
Always go directly to the ground and check it is clean and well connected. I speak mainly here of the body grounds. Battery to starter is fine cause it cranks well and headlights are operable, it's just the battery ground to the body that's giving you trouble. When electrical problems arise, Always go directly to the grounds first.
