Most likely one fuse for the whole instrument cluster. If temp gauge isn't working, the sending switch may be bad.

My odometer, speedometer, gas gauge, temperture gauge and rpm gauge do not work. I've checked the fuses but have not located a problem. What should I look at to evaluate this problem?

there should be a relay box under the hood on the right hand side it should say fuse/relay center under the lid is listed all the fuses and relays there should be one thats for the dash board

good luck!

Water temperture gauge won"t work

The guage itself is probably bad. Maybe try replacing the guage or instument cluster with a junkyard one.

I have a 1998 ford ranger and the temperture gauge will not work. If i ground the wire that goes to sensor the gauge moves I replace the sensor and nothing happens the gauge never moves.

When you grounded the wire which goes to the sensor you produced a short to ground thru the guage. This probably either blew a fuse or burned out the meter.
