2008 Ford Explorer Rear windshield wiper and wiper fluid stopped working

I bought the truck 2 years ago and the wiper worked fine. It started to cut out once and a while, steadily got worse and now doesn't work at all. is there a fuse, or relay switch I can try to change or do I have to change the wiper motor.

Sounds like the wiper motor has worn out as was a steady decline , a wiper motor works by "tracks" that conduct the power , over time these wear thin until they no longer transmit the power , change the motor

Rear windshield wiper and wiper fluid stopped working

sounds like a wire ws loose and finally fell off, check to see that it is plugged in at the motor. there is a fuse, manual will tell you which one and if no manual it may list it on the fuse cover. if the motor is bad it would still squirt fluid so as both are not working it probably isn't the wiper motor.

Your owners manual will give you fuse location and identification for the rear wiper. Most likely a wiper motor problem though. Turn on rear wiper and grab rear wiper arm and see if it will move at all. If it does move a bit or starts working....the motor is the problem

They usually have a separate tank at the back of the car, have a look at your car's owner's manual and see where that tank is located, fill it with water (if you are not living in a cold area) or windshield wiper fluid.
