What is fuel pressure for 1995 dodge with v10 engine ?

I doubt the regulator is bad, the fuel pressure regulator is after the injectors in the return stream to the tank, more likely it is the fuel pump.

Have you checked the fuel pressure? If it is high and fuel is not returning, the regulator is bad. If it is low and fuel is not returning, the pump is bad.

You will need to drop the fuel tank. Depending how much fuel is in it, could be a simple job. But why are you changing it?? My quess is that you ran it out of fuel. Otherwise the pump should outlast the truck!
There is a filter inside the tank as well. The tank has a lock ring that needs to turned counter clock wise about 1/4 turn. May need to bump it with a little hammer an screwdriver.

you need to put an oil pressure gauge on it and see what happens.what you will find is that the sender unit is no good.
