The PCM on all newer cars cut cruise for many reasons
top reason is Toyota $2 Billion lawsuit, hummmmmmmm
you can be sure all car co. listened to this with burning ears...

(if the pcm goes to limphome it cuts cruise, same with a/t box.)
so not scanning the PCM is why you dont know why.

for sure. (vss dead, and lots more, brake switch dead sure) and more... not scanning , you work blind....

and 10x that for TBW.
Throttle by wire (generic name )
after all if the PCM cant control idle or throttle , its not going to let you run Cruise, not like back in 1993. sorry not.

Cruise controls are controlled by several units
VSS or road speed sensor, clutch and brake sensors , engine speed (tacho) and the on/off switch
cruise controls will disengage automatically if the road speed is too slow ( higher for manuals than autos ) so if the road speed is below around 20mph it may not engage at all as the VSS says it is too slow for the engine rpms
check all sensors for adjustment

I have a 2011 ford focus se and the cruise control went out. could the fix be as easy as a relay replacement? or would it be the control?

Could be a bad fuse or relay, but one of the more common problems is the brake pedal "kick out" switch being dislodged or misadjusted.

Crusie control does not work on 2011 gmc sierra 1500 and I've already replaced the switch?

If the switch is replaced,then it can be wiring issue or faulty cruise control board.But as the switch is replaced,get the voltage at the switch tested to confirm the switch is actually receiving voltage.If no voltage received at switch power supply wire then ,apply external 12 volt power to the cruise control switch wire and then see if cruise control comes ON.If yes,then you know wiring is issue.

2011 cruise control and remote start do not work after EVAP problem.

the remote start and cruise control will not work if the codes are stored just because the light is off doesn't mean the codes are cleared

2011 Hyundai Sonota Cruise Control: My new sonota's cruise control does not brake the vehicle when going down a hill. The car begins to increase its speed by over 20 km per hr and would exceed that amount...

I just bought a 2011 Sonata and am experiencing the same problem. Going downhill with cruise set at 55 mph; speed increased to 70 mph and was still accelerating (from the downhilll grade) when I finally pressed on the brake.
This is not normal. My Honda Accord never varied from the cruise setting by more than 3 or 4 mph ... going uphill or downhill.
