you may have a short of some kind, when a fuse blows repeatedly it is no good just replacing, you are being told that something is wrong with the equipment.
You will almost certainly have to visit a technician for a diagnosis. It is unlikely to be something that an inexperienced end user can sort out I am afraid.
Possible causes:
- Fuse is under rated.
- Short circuit in wiring.
- Fuse No. 15 is overloaded.
- Positive wire is shorted to ground.
- Check all the loads one by one which are put on this fuse.
The heading says2000 taurus and 1999 taurus. I looked up the wiring for a 1999 taurus. Fuse #28 goes to the heated oxygen sensors and the canister vent solenoid. You have 2 oxygen sensors (green connectors)and 2 catalist monitors(blue connectors) that use this fuse for the heaters that are in the sensors. I would check these sensors to see if any of their wiring is shorted. I have seen in the past where oxygen sensor wiring would rub on a front drive axel and wear thru the wire insulation causing a short. You really need to look at all 4 sensors and their wiring closely for shorts. If they look ok then disconnect all of them and reconnect 1 by 1 until fuse blows again. Fuse #28 also powers the canister vent solenoid which is located under the trunk (under the car) in a black plastic housing (approx 1ft by 1ft). It is the only item with wires going to it. If you disconnect this and the fuse stops blowing then it is shorted. Also check the wiring to see if it rubs or is shorted anywhere.

This is a +12v short. Remove the fuses that blow. Install only the one(s) that will allow you still drive. If it blows then you may be on the right circuit thats the problem. If it does not blow add another fuse untill one blows. Start by making sure all conectors to the fuse box are tight. Put a +12v circuit indicator at the input to the fuse. Have a partner start wiggling the lines from the dash area and see if the +12v light flickers.
I'm assuming this happens while driving. A wire is loose or bare and touching metal. It's a tedious operation but it need to be isolated.
