Remove the plastic bezel that covers the handle. These will snap off with slight pressure applied. Behind the bezel are two bolts that secure the handle to the tailgate. Remove these bolts and the handle will pull forward exposing the rods that pull together to release the locks. Chances are the handle assembly is broken and will need replacement

there are little metal rods that connect to the handle of the tailgate, just like the rods that connect your door handles to the door hinges and lock mechanism. just pop off the plastic cover over the tailgate handle and check and see if the rods are still connected to the handle.

Try DriveAmerican.com or FastGMParts.com
One of them should carry what you are looking for. The problem you are having at the dealers may be that they can't find the listing or are just being rude to you for a small sale. Sometimes the part mat not be sold alone but their books should show that and what you need to buy to get the part you want. I know it is a pain I've been there myself. Good hunting.

if you are fairly handy with this kinda stuff, you can but you might want to get it done. the key-hole on those tend to sieze, all i did was take it apart and put some WD40 on it then lubed it up. best way to get to it is taking the plactic backing on the inside of the tailgate off.

SOURCE: 2004 avalanche tailgate lock will not unlock and
The lock mechanism is likely bent because the latch has become rusted or plugged with dirt. Lift the handle and spray lots of WD40 in the centre of the lock mechanism (under the fibreglass piece). You will need to manually open the lock with a long screwdriver. Look to the right of the latch mechanism you will see something that looks like a C. Use the screwdriver to lift that piece up. That should unlock it so that you can open the tailgate. When it's open, you'll have to use a torx screwdriver to unscrew the outside two torx bolts and then remove the plastic bevel which surrounds the latch handle. There will also be two plastic pins holding the bevel onto the tailgate. You may have to gently pry those pins loose with a screwdriver. When the bevel is off, the lock will come with it. Check the lock to see that the little metal lever is at a straight right angle. If it is bent you will have to straighten it with pliers and then reattach the bevel. If the metal lever is broken, you will need a new lock.

There are two screws on the bed side. Remove and old handle will come out of other side. Must un-hook cables that run to the latches on each side of tailgate.
