15 apm fuse that controls speedometer keeps blowing. Air condtioning also not blowing cool air. Can this be related? How can I tell if a relay switch is bad? Thanks

We had the same problem but when we put in a new fuse it smoked. It turned out to be something with the master cylinder and required the changing of a 20 dollar part by the mechanic and problem solved

Find everything that fuse circuit controls, disconnect those circuits one at a time to find which one is causing the fuse to blow. That fuse controls radio--power windows--instrument illumination--cassett player. It is possible the component it self isn't causing the problem, could be wiring circuit.
If there was a new compressor installed, did you plug it in?
There are LOTS of things that can cause an A/C system to just blow hot air. It could be an electrical problem or it could be a hole in the system that is allowing all the freon to leak out. The system needs to be properly diagnosed before anyone can help you.

but the issue here is not caused by a blown fuse. here are the probable causes:
1. freon - either your system lacks/leaks freon. have an A/C mechanic refill your freon and have a leak test. 2. compressor is not engaging - when you turn on the switch of your A/C, you should here a 'CLICK' sound in the engine. this means that the compressor (A/C motor) is already doing its job. have an electrician check if the wires are properly installed in your new unit
A vacuum leak is a normal thing to run across on a windstar the plenum (upper intake ) gaskets are rubber and usually end up having to be replaced. A good indicator is usually missing on one cylinder and a tune up has been done and the coil works fine. You may run around town and find a parts store that will scan your check engine light for free and look for a p0301-06 code, a p0300 is a random miss. First things first scan for you code.
Likely it has more to do with the door that controlls the airflow. Which should be operated by vacum might check and make sure all thevacum lines are plugged in.
