Other possible issues that could cause this problem are, bad wiring to the speedometer sensor or you have a bad cluster which is not allowing the needle to more.
First thing I would go after is the speed sensor on the transmission. Have the codes read to make sure. The sensor is on the drivers side. Standing at the fender, look down between the air plenum/filter and the engine and you will see it.
Sounds like your speed sensor has gone out. it is located on the passenger side just under the spindle/hub assembly. it is about a $40.00 part. try a local junk yard those some times help out with parts that you can get really cheap that way you can also find out if it is the speed sensor itself. Also it is just under the half shaft. it is easy to get too with the car on jack stands and the right front wheel off the car. you might have to pull the brake assembly off.
The speedometer should be on the same circuit as the rest of the gauges. If the speedometer and odometer stop working, you should get a check engine light and the problem could be the speed sensor in the transmission.

Hi willie what you might want to try is pluse generators. these sensors send signal of the input and output speed of your trans and cause the trans to not shift from 2nd to 3rd and sometimes overrdrive. The 99 00 elantras are known to do this due to these sensors not working. hope i was a help.
Satlaan: You need an odb2 scanner to extract the trouble codes. If you don't have one you can buy one for around $30 from most auto part stores. Alternatively, some auto part stores (Auto Zone for example) will read your trouble codes for you, for free. The trouble codes could be anything from a loose gas cap to a misfire, without the scanner there is no way to know.
Rashidas: How did you fix the speed sensor? This is not the speedometer cable that bolts to the transmission, but a separate sensor inside the right side front wheel behind the brakes.
