If they went out one at a time, they should be "burnt out", and can be replaced with bulbs costing about $15 each.
If they both went "out" at once, it could be a relay or a fuse. Often that relay (and also the fuse) is under the hood. These is a plastic box, usually black, with an assortment of fuses and relays inside.
The fuse is easily replaced, however the relay may not be, and if you should buy one and that does not fix the problem, they are not normally returnable.
The problem might also be the switch ( usually called a "Multi-switch") which is either the lever on the steering column or the switch on/near the steering column attached to the stalk.

Saturn what , ION , VUE , L300 LW300 ? Did you check the fuses ? 2.2 l headlamp relay . The lights are controlled by the BCM - body control module .
The headlamps may be turned ON 2 different ways. First, when the driver places the headlamp switch in the HEAD position, for normal operation. Second, with the headlamp switch placed in the AUTO position, during operation in low light conditions.
On vehicles with manual headlamps, the LH HDLP and RH HDLP fuse in the fuse block - underhood, supply battery positive voltage to both low beam lamps and high beam lamps at all times. The low beam and high beam circuits continue through the fuse block - underhood, through the body control module (BCM), and to the headlamp switch. The low beam or high beam circuit then, depending on the position of the dimmer switch, continues through the headlamp switch. When the headlamp switch is placed in the ON position, it provides a ground path for the low beam or high beam lamps through G203. The low beam and high beam circuits are monitored by the BCM.
I don't think this is a fuse problem ! more then likely a headlamp switch or dimmer switch or a ground problem or relay if your vehicle has 2.2l engine !

either the headlight switch is defective or the dimmer is, it can't be anything else, do the hi beams work ok, have you tried wiggling the dimmer switch to see if the low beams flicker?

You headlight lamp have a diffuser mechanism which allows it to flip between the hight beam and low beam feature of the bulb. In fact, you high beam will function even if the low beam is not working.
I would recommend the purchase of the new headlight lamp. It would cost you you any where from $15.00 per unit to get a replacement lamp

The little parking light (also known as a city light) is in a plastic connector below the low beam lamp that simply slides out of the headlight assembly.
Grasp the plastic connector and pull back away from the headlight assembly and you will be able to unplug the light from the connector for replacement.

Power for the headlights on the Left side (High and low beam.) comes from the same fuse... The ORANGE wire and the ORANGE/BLACK are the same, they connect in the harness. If you only lack the 12v to make the light work connect them at the headlight assembly.
If your low beam also lacks ground the Left low beam ground is shared with the right low beam ground... Run a wire from left low beam DARK BLUE to right low beam DARK BLUE/WHITE.
If its not working now then your cursed, seek a witch doctor.
