Sounds as though the park switch ground has gone bad, you will need a new or reman wiper motor.

Wiper timing switch

Susan, inside the wiper motor is a parking peg which controls the position of wiper blades when off, It is possible the peg is damaged or broken. The wiper motor would have to be replaced in this case. You can find a used one at the auto wreckers, just make sure the plug is the same as yours, as they may be different from one year to another.Have a good Tech. check wipers, diagnose and estimate repair.
Check the attached links, instruction and guides, 1 st link gives procedure to change wiper motor. Good luck

I need to know the location of a wiper relay switch on a crown victoria

Look under your hood on the driver's side of the engine compartment. There a black box located on the fender well with a cover on it. Under the cover, is a diagram showing the position of each relay fuse.

Ware is the wiper module located on a 2000 crown victoria

Follow the Dark Blue/White wire or Brown/White wire from the Multifunction Switch to the wiper module according to the schematic.
Also, one can trace the wires from the windshield wiper motor to the wiper module by peeling away the wiring loom and looking for a Yellow/Red wire that leads to the module.

Have a 97 crown vic and everytime I turn a corner

I would look under your car and look for gas stain's, it's either going to be the filler or vent hose's or the o-ring where the fuel pump goes into the gas tank.

Wipers will not park on 93 ford crown victoria

Hmmmm... if you replaced the motor you must have cleaned the area housing the arm mechanism. I had the same problem and found the problem to be in the arm assembly box on the firewall. Under the hood, triangular shaped box with snap on top was full of dirt, leaves and pine needles... I removed all the **** & my wipers now park as they should!!
