The 1999 tahoe is known to have transmission problems, you are most likely having thrid gear slip, really all you can do is have the transmission rebuilt or install a used good one.

"Overdrive" is usually really torque converter "lockup". Did you replace the converter as well? Other things that make this not work include bad or miss-adjusted brake pedal kick out switch that kicks it out of lock up when you apply the brakes.
This happened to me. I had rear end replaced, springs, shocks and universal joints replaced and still same issue. I dropped drive shaft and greased the slip yolk going into transmission. Problem fixed. $4 grease cost me about $1500. Dave
If it won't go into overdrive a speed sensor within the transmission may not be sending the shift signal to the transmission. Check fluid levels to make sure that's not causing the problem. Also, check that the fluid is red color and clean.
Transmission probably needs to be serviced at a reputable shop if you want this problem fixed.
