Check fuse's in the rear fuse box. LR PARK fuse #14 10A - RR PARK #17 10A - Fuse Block - Rear Beneath the left rear seat
An the park lamp relay #30 in same rear fuse box , Do you know what a BCM - body control module is ?
The body control module (BCM) provides a ground or control circuit to the park lamp relay coil circuit. When the park lamps are turned on, the BCM energizes the park lamp relay. Current flow is from the park lamp relay to the individual park lamp circuit fuses and to their respective park, tail, marker, and license lamps. The front park and marker lamps are grounded at G107 and G103. The tail lamps are grounded at G401 and G402

One set of brake lights remains on at all time, while the other set only lights up when the brake is pushed. Top does not work either. Already replaced brake pedal switch and checked the fuses and bulbs.

Sounds like you have a shorted ground, some brake systems have a switched ground to control the lights. If your lights are staying on it sounds like the switch wire has a short to chassis ground. Check the wiring around the tail lights area.

I have a 2005 GMC Envoy. Have tail lites but no brake lites. Third lite on top works whet brakes applied

Since the high mounted brake light works you know that the brake light switch is working. Now you need to check the brake light bulbs in the rear tail light assemblies. The brake lights are separate from the tail light (parking or running lights). There are two screws that hold the rear light assemblies in place.

Brake lights won't work. tail lights do. I

need to know if your third brake light up high is working or not.if it isn't,you need to check the brake light switch on the brake pedal with a test light,one side hot all the time,the other side should turn hot when brake pedal is pushed.

BRAKE LIGHTS..... A SHORT MAYBE?

FYI - there was a recall on the GMC Envoy tail light circuit boards back in 2004-05. I would suggest taking it to an authorized dealer and ask them about it. A lot of times these types of things are taken care of at no charge if it is/was a factory recall. It's a safety issue - they should take care of it.
