I'd get the OBD codes read as could be a few things , the OBD will narrow down and hopefully pinpoint the switch/sensor etc causing the problem

I have a 1998 Buick park Ave that just dies going down the road is it fuel pump or filter What is easiest way to find out

Your car is designed to run like a well-oiled machine, but sometimes that machine struggles in unexpected places. There’s not always a warning light to alert you of this, but sometimes your car will be driving fine at road speed, only to die when you slow down and stop. If your engine shuts off at low speed, contact a mechanic immediately for a thorough inspection.
Common reasons for this to happen:
Malfunctioning transmission
Low fuel pressure, dirty or defective fuel injectors, or broken fuel pump
Bad oxygen sensor or mass flow sensor
Loose or corroded wires in wiring harness
Faulty idle air control actuator
Clogged or restricted EGR Valve.

2002 jeep liberty stalls when coming to a stop new fuel pump in

Would be a fuel pump issue if stalling at a stop , but runs fine other then stopping . Does it lose power going down the road - highway speed's ? Could be idle air control valve problem , vacuum leak , EGR valve that is carboned up an staying open . Your best bet mite be to take to a qualified repair shop an have a diagnostic scan done .

Instant economy displays 99 when idling.

did you scan the PCM for DTC errors? first? if not why not?
this toy only works when all else works, so....
if not ,ask the dealer.
when going zero miles per hour there is no MPG.
do the math, ?
distant traveled divided by fuel consumed is.
0 div / fuel rate = 0 see? 0 /1000 is 0,

I made my own tool and it shows 200 for that and 200 for divide by zero. (when you drive and cut throttle the injectors cut fuel so fuel is zero, causing divide zero errors. ( 10 miles / 0 is ( div by zero error)
so i trap both those errors, in my software, with 200 flag , the 200 means, (can not compute MPG) see? or I could use 999.

since i didn't design the jeep PCM , i cant tell you there traps.
its just toy. but is ok cruising, use that when moving,
MPG stopped is 0.

have you tried cut fuel mode yet?
drive fast , cut throttle, hot engine, in gear, and fuel is 0 flow.
try that, and watch what it does, what you see is what you get.
my other car , with full obd2 tools, shows 190 mpg.
and is real.
see that here. buddies, top scan tool live data. and plot.
http://www.fixkick.com/my96-16v/fuel-MAF-VSS.JPG

some cars use injector pulse width (flow) to compute MPG
other use MAF air flow. and reverse compute injector rates, (tricky ask)
does this help?
my 2002 jeep has my home made MPG gauge from scratch.

Sputtered out and now it won't stay running; dies when put in gear.

Mass air flow , crank sensor . I wouldn't discount anything . Having a scan tool that can view engine sensor data would be a great help too , testing fuel pressure and flow and back pressure test the exhaust .

Gear display data error, check traction control and fuel flow data error

CHECK THE PCM DIODE. Apparently these get loose over time.... I had the same symptoms, car would randomly not start. Drove me crazy for months. Then one day I was pulling the relays in and out and noticed the PCM Diode suddenly made a CLICK when I pushed it down. Apparently it was creeping out of it's socket over the years. All I had to do was push it back in, and voila! problem went away!!

Btw, in my car, Lincoln Continental 1999, the diode is to the left of Relay 7 (PCM Relay). This solved the mysterious "GEAR DISPLAY ERROR", CHECK TRACTION CONTROL, etc., and PATS code 16.

Do yourself a favor , don't play the swap parts game ! Take it to a quailfied repair shop . Every body thinks they can fix car's .They read a little an assume that's the problem . There are specific test for checking fuel pressure an testing the fuel pump electrical circuit . If you want to fix cars go to school . You can't just replace PCM'S - powertrain control modules , they need to be programmed . This requires a factory scan tool or a J-2534 pass through device . when all else fails thru professional diagnostics then the only other option is to replace the computer. not knowing what diagnostics have been performed I dont think anyone can give you the correct answer at this point. Also not all mechanics are created equal. You may need to get an older and wiser one.

Just hearing the pump alone is not enough. You may be right and the fuel system could be fine. But you have to know what the line pressure is on fuel injected engines.
When the tune-up was done was the air and fuel filter changed. Sometimes people get a tune-up but the filters were not done or included in the service.
I would guess that it has to do with the fuel system.
Did the engine light come on and if so were any codes stored and/or retrieved?
