It 's a clamp with a spring per loaded spring torque is not the issue seal is .
Break it off cut it off what ever you have to do heat sometimes work but you have the boot to consider .
Other then that get a new clamp and clean all surfaces and tighten it untill you feel you have a good seal its not folding fluid in just road grime and dust out

They have a special tool that has a clamp on a cable. Some auto parts will loan or rent out the tool. Some times you can rotate the clamp by putting pressure on one end of the clamp and rotating it to a different position BUT be careful because if you break the heater connection taking out the heater core will cost you

Would you not assume the ignition switch may have
worn out & possibly be a problem
It gets used a lot
Test it
If all power is turned off with that switch & you have a
diesel that keeps running, then you need a mechanic
that knows how to diagnose that issue
