The remote to open the doors is not working also the inside door mounted lock/unlock control not working. I replaced the fuse and the batteries and still not working. What could be wrong?

According to GM there are 3 components in the RCDLR or RKE remote keyless entry system. My key fobs with new batteries only work standing right next to the car. The range of the key fob dropped at that the same time my TPMS tire pressure monitoring system repair warning came on my dashboard. The problem is that there are 4 different components on the 2015 Malibu. I will provide the GM part numbers for these, if you please tell me where they are and also how to replace them: #13583559 Remote Control Door Lock Receiver #13502554 Antenna #13502551 Ignition Lock Key Transmitter Antenna #13502549 Low Frequency Console Antenna
It does indeed have keyless entry. It needs reprogramming when you get a new remote. Also if you disconnect the battery. Usually a local car alarm fitting shop, or an auto-electrician will do it. Plus of course a Ford dealership.
The Lock's lock from the door switches ? If they do it's not a fuse problem . Which of these does your vehicle have ?

The keyless entry system is a vehicle entry device. The keyless entry system is used in conjunction with the body control module (BCM) to remotely activate certain vehicle features. Keyless entry will lock/unlock the doors/liftgate when a corresponding button on the keyless entry transmitter is pressed. This is accomplished by the transmitter sending a radio frequency to the remote control door lock receiver (RCDLR). The RCDLR interprets the signal and activates the requested function via a serial data message to the BCM. A low transmitter or vehicle battery or radio frequency (RF) interference from aftermarket devices, such as 2-way radios, power inverters, computers, etc., may cause a system malfunction. High RF traffic areas may also cause interference that could lead to a malfunction. Keyless entry allows you to operate the following components:
• Door locks
• Liftgate lock
• Vehicle locator/Panic alarm
• Illuminated entry lamps
• Remote vehicle start
The keyless entry system has the following components:
• Keyless entry transmitters
• Keyless entry antenna
• 2 Way Advanced Remote Start RCDLR
• BCM
The remote control door lock receiver (RCDLR) is a multifunction module that operates both the keyless entry system as well as the TPM system. When an RF message is received from a keyless entry transmitter, the RCDLR interprets this signal and will request via serial data that the body control module (BCM) perform the specific function, i.e. door lock, door unlock, or vehicle locate.

Is this an issue with all 2008 HHR remotes??? Highly doubtful , probably the vehicles keyless entry system . Taking the vehicle to a qualified repair shop an having the keyless entry system checked for DTC'S - diagnostic trouble code's . Do you know what a DTC is ?

Principles of Operation
All doors can be locked at once by turning the door key lock switch to the locked position. An individual door can be unlocked by moving the door key lock switch to the unlocked position and turning it again within five seconds; all the doors (including the liftgate) will unlock.
The smart lock system is designed to keep the driver from locking his keys in the car. It will lock and then unlock all the doors if the smart entry control(SEC)/timer module detects the following conditions:
The ignition key still in the ignition.
A front door is open.
A door lock switch has been pushed to the lock position.
The panic feature has a duration of 30 seconds from the last time the PANIC button is pressed. When locking the doors from the remote transmitter, the horn chirp/lamp flash feature can be disabled or enabled by holding the LOCK and UNLOCK buttons for two seconds. The hazards will flash three times to confirm that the feature has be enabled or disabled.
The control module probably see's an input that shouldn't be there . lock Switch , door ajar etc... Don't think it has anything to do with the remote . Some part stores have a tester to see if signal from the remote is working . Or the dealer ! Take it an see if your remote is sending a signal without you pressing any buttons .
If it is you need a new one .
To program ( or reprogram ) a keyless entry remote transmitter into the remote keyless entry module, perform the following steps:
1. Turn the key to ON or ACC and short the two terminals of the program connector, a two-pin connector located below the driver's side of the instrument panel at the base of the steering column. All doors should lock and then unlock. 2. Press any button on each keyless entry remote transmitter in turn. All doors should lock and then unlock. If the door locks do not respond, press the button again (up to three times maximum with the same keyless entry remote transmitter). If the door locks still fail to respond, go to Pinpoint Test A. 3. Repeat Step 2 to program additional keyless entry remote transmitters into the remote keyless entry module (up to four keyless entry remote transmitters maximum). 4. Turn key off. 5. Remove the short from the program connector. All doors should lock and then unlock. 6. Verify that the keyless entry remote transmitters have been successfully programmed by pressing the LOCK or UNLOCK button on each one, and observing that the system responds by locking and/or unlocking the doors.
Programming Electronic Door Lock Control System
NOTE: The electronic door lock control processor (14B001) erases all
previous keyless entry remote transmitter (15K601) from memory when the keyless
entry remote transmitters are programmed or reprogrammed. The electronic door
lock control processor can store up to four keyless entry remote transmitters in
memory.
To program (or reprogram) keyless entry remote transmitter into the
electronic door lock control processor, perform the following steps:
Turn ignition switch to the RUN position and momentarily short the two
terminals of the program connector taped to the wire assembly and located behind
the glove compartment. All doors should lock and then unlock. Remove shorting
pin.
Press any button on keyless entry remote transmitter. All doors should lock
and then unlock to verify the keyless entry remote transmitter has been
programmed. If door locks do not respond, press button again (up to three times
maximum with the same keyless entry remote transmitter).
Repeat the above step to program additional keyless entry remote transmitters
into the electronic door lock control processor (up to four keyless entry remote
transmitters maximum).
Turn ignition switch OFF. All doors should lock and then unlock.
Programming When Remote control added or replaced. System malfunction. How Obtain all remote controls. Remove key from ignition switch. Close all doors. Open driver's door. Carry out the following within 24 seconds: Turn ignition switch ON and back to LOCK position 3 times. Remove key. Press and release driver's door courtesy light switch 3 times. Ensure doors lock and unlock. If not, wait 40 seconds and repeat procedure starting with driver's door already open. Press each remote control lock or unlock button twice. Ensure doors lock and unlock after each remote control operation. If not, proceed as follows: Press and release driver's door courtesy light switch once. Ensure doors lock and unlock twice. Repeat procedure starting with driver's door already open. NOTE: A maximum of 3 remote controls can be programmed.
Lock all the doors from the inside (with all the doors closed), unlock your driver's door by manually lifting the lock, then press it back down after you are out - this will prevent the alarm from sounding when you use the key to unlock the door.
