Remove the glove box to access blower mtr.you may need to remove passenger
kick panel to remove bolt that holds lower part of dash.then you can pull dash back to remove easier. When pulling dash back wear glove cause those edges are sharp.let me know if that helps
You will have to remove glovebox and possibly dash panel to access the cabin filter compartment. Once you get the screws out and open the door, you then can pull out and exchange the filter
you have a bad lighting control module. $499 new, $250 from tascafordparts.com or less from ebay or car-part.com.
It is under dash above brake pedal.

REMOVAL AND INSTALLATION
Lighting Control Module
Removal and Installation
Open hood. Disconnect battery ground cable .
Disengage three pushpins and remove lower driver side instrument panel finish panel.
Locate lighting control module above accelerator pedal.
Disconnect bottom two electrical connectors from lighting control module.
Remove two screws retaining LCM to bracket and unclip from bracket.
Remove lighting control module from bracket and disconnect two remaining electrical connectors.
To install, reverse Removal procedure. Check lighting control module for proper operation.
There are 3 small bolts across the top where the front defrost grill is. 2 large bolts directly under the headlight switch and another big bolt lower right hand corner of the glovebox area.
Disconnect the battery ground first
1. remove the trim strip from the left and right of the steering assembly
2. take the 12 screws that hold the dash panel
3. take a right angle tool and remove the headlight switch knob by inserting in slot at the back of the knob and pulling toward you and pulling the knob off , this will let you pull back the dash panel and expose the switch. Un- fasten the headlight switch bracket and un fasten the connector and inspect . Replace the switch if necessary , especially if it is burned. GOOD Luck
