SOURCE: distributor cap firing order diagram

1-3-4-2
Marker on dist is number 1 (TDC) next with correct rotation of the crankshaft should be cyl 3 and so on. The corresponding firing order should have a TDC orientation meaning during power stroke the valves should be both closed. Same at the dist cap 1-3-4-2 in the correct direction of rotation.

My 1991 ford mustang has fire at the coil and the distributor but it will not start

You said,"My 1991 ford mustang has fire at the coil and the distributor but it will not start".
But, you did not mention what size Engine your mustang has nor the method you used to Check [said 'fire']
If the spark gets that far (to the distibutor) it is of no matter-IF it doesnt continue on from there then, OF COURSE it won't start. You started off on the right track, now all you need to do is Keep on going! What we need to find out is:
Is the 'fire' getting to the sparkplugs?
If not, then you will NOT HAVE combustion which is absolutely Necessary to 'fire off'/start your engine.
Also, you didnt mention what the 'fire' (i.e. spark) looks like. What color is the spark is it yellow-orange or cold hot blue white? Is it Well defined or sloppy and wide? Is it constant or is it erratic?

My 4 cyl mustang is working with only one cylinder spark plugs, cables and ignition coils are new what is it?

When you have Coil Packs not firing Spark... it's usually due to one of two reasons: 1.) the Coil Pack is BAD 2.) the Ignition Control Module (ICM) has fried internally and is not activating that specific Ignition Coil within the Coil Pack ...The most common is the ICM ...The probable reason your catalytic conv. gets red hot is due to raw gas being dumped through the exhaust from the no fire on your cyl... Running it like that can cause severe damage to your conv...

I dont know in what order my spark plug wires hooked up.

Chec here the MUSTANG FIRING ORDER

Below are the firing orders for 5.0L, 4.6L, 3.8L, and 2.3L late model Mustangs. Remember to be very careful when checking your firing order because the ignition system on your car runs on very high voltage. Do not remove spark plug wires from the distributor or spark plugs while the engine is running.
Firing order sequences:
V8's 1-3-7-2-6-5-4-8
V6's 1-4-2-5-3-6
2.3L 1-3-4-2
