Bad ground
You do have a ground problem. Grounds for the headlights and turn lights are mounted on the radiator core support. But you head lights are the problem. they have lost their ground and are finding it threw the turn lights. That's why the turn lights come on.
Sounds like you have grounding fault on your blinker light. Take it apart and see if you can trace the wires that goes the lamp holder and make sure they are properly connected.

I have had this happen and it is rare, but I have had a filiment burn out in a two filment buld and short to the other filiment. It does happen and I think this might be your problem, the only way to find it is a visual inspection of each bulb. I am sure many people will think this is crazy, but I have had the exact same problem, I had the schematics, tested the circuits,etc. and them by accident found a stop/blinker 1157 bulb that had done this exact thing. I hope this helps you, check the bulbs in your headlights also.

After replacing turn signal fuse under dashboard @ steering column, get a buzzing sound from under the dashboard. It goes off when the right or left turn signal is engaged in the on position. How do we get rid of this buzz sound?
