Thats a trottle body problem before changing it remove air duct hose on the throttle body inside you will see a big butterfly you air intake cleaner spray some on it and take a rag and clean the butterfly and move that piece and clean everything insideyou gonna see its gonna be filty black wipe it good reinstall evething and disconnect one of the battery therminal any of the2 will do wait a minute reinatall start the engine dont forget the engine might take longer to start because of the cleaner you spray in after that you should see a difference good lucl Pierre

After some research I found an answer on how the system works I will copy and paste it for you. It's sounds like an oil psi problem. The oil psi needs to maintain 42 psi at start up and can not drop below 31 psi. This could be caused by a number of things. Are you using the correct oil weight at the proper oil level and using a good quality filter.

The rest will be in the post from the website. If you have an engine monitor use it to get readings to see where your oil psi is at.

P1524 OIL PRESSURE OUT OF RANGE CAMSHAFT ADVANCE/RETARD DISABLED

Theory of Operation

For the VCT to enable, the oil pressure has to be approximately 42 psi. For the VCT to remain enabled the engine oil pressure can not drop below 31psi.

When Monitored: Engine running. RPM greater than or equal to 1100. Oil temperature less than or equal to 100 degrees c 212 degrees F
Set Condition: The engine oil pressure never reaches the calibrated specification to allow the VCT activation. One trip fault.

P1524 code still displayed after I changed out ETC throttle body/sensor. Doesn't seem to any change in performance except maybe excessive fuel consumption although its a 5,7 and a gas guzzler.

you must reset DTC first, then drive,did you do that?

and sucks more fuel.
you do know how TBW works right>? (our 2010 dont have this)

2 throttle pots (driver demand) pots or TPS sensors.
and 2 in the TB, throttle body
and if any of the 4 , do not agree, it barfs, that is goes to limp mode.

the book has extensive test to do , to find true cause.

i looked in my fsm and one online and there is no P1524
are you sure that is correct number and letter?

If you mean P2098 read on, Po 2098 is not a vaild code, all codes for OBD2 have one letter (P, B, etc.) and four numbers 0-9.

Hi...Code P1281 means the engine is staying cold too long - check your thermostat. It is possible your thermostat is stuck in the open position.
