It is not the fuel pump if you hear it when you turn the key. you will hear a whirring noise. that's the fuel pump.A fuel pump will usually go out suddenly. Could be you need spark plugs if you replaced the wires. Always be sure to properly gap the spark plugs with a small guage you can buy for a couple dollars or less.you could add fuel injector cleaner to your tank just to make sure. The fuel filter (need only one) run from $30-36 dollars. the air filters cost about $16-17 dollars. go to Amazon .com to get an idea of the prices. he reason the needle on the fuel gauage goes down is that with a 1/4 tank the gas inside the tank moves and the electric guage float moves as you turn.With more gas you will not see that too often.Is it a 2 wheel drive or 4 wheel drive ? The 4 wheel drives use more gas. You can go to toyotanation dot com to find any thing toyota related.Clean the IAC Valve (idle control valve) just inside where you remove the duct work from the air filter.Spray it with brake cleaner or carburator cleaner towards the fuel system. With the engine running at about 1200 rpms.Do this several times, you can see the valve inside. It can also be removed and cleaned. they get full of gunk and oil residue.I don't think the 97 has cabin air filters.Only the air filter.it is not as bad as you think. Hope this helps you out.

Try cleaning the throttle body.Check the air-gap for the pick-up coil inside the distributor assembly(use a brass feeler gauge)
Check valve clearances if needed(possible tight intake valve adj.)
Check base timing(follow instr. via under hood label)

forget the filter they rerely need changing unless they have rusted through,sounds like the fuel pump has dried out ,if vehicle has been standing a long while this often happens .remove the fuel pipe from the pump to the carb ,at the carb end and pour some petrol down it so can wet the diaphragm and the valves ,if it still will not pump renew it but remember to get the operating lever on teh right side of the drive cam

Possibly an injector has been stuck open by debris that went down the fuel lines when you were replacing them.
Pull a fuel rail and have a very trustworthy individual hold the injectors in place.
Then cycle the key into the on position. No fuel should leak from the injectors, but MAKE SURE they are held in place other wise they could shoot out getting fuel every where (They do not push very hard).
If you are uncomfortable doing this most towns have a shop that will be able to test and clean the injectors for around 20-40 dollars each.

Sounds like HT Leads as you haven't mentioned them above? not being familiar with the car I would say distributer but by the sounds of it your leads go straight to the coils. Crank sensor might be playing up aswell.
