Changing the fuse in the fuse box wont solve your problem On the back of the socket that is mounted in the dash that the lighter pushes into has a inline fuse that if over heated will blow. You will have to change the lighter. Toyota wanted close to $70 for a replacement lighter for my Tacoma. I never used the cigarette lighter for cigarett but needed to charge my cell phone so I replaced it with a dash Mount 12 Volt Power Socket for $10. Good luck.
Sometimes the lighter has a small built in fuse. Get a test light and check the center pin of the socket, it it does not have power, take the socket out and check the wire, it the wire has power, the fuse is bad. Sometimes you have to buy the whole socket to get the fuse, but I done know about your particular socket on a Jaguar.

The fuse for the cigarette lighter is located in the fuse box on the driver side of the car under the dash. It is a blue 15 amp fuse. When you open this fuse box, you will see some larger relays with 4 rows of fuses below it. The fuse you are looking for is the first fuse in the 2nd row. in the 2002 X-type, that fuse is a little taller than the other ones.
