2003 accent, all of a sudden when refueling gas overfill cuts off.it acts like its full and its not.start pumping gas and after about a 1.50 of gas it shuts off

If you're pumping gas into a running car.....that's an invitation for a disastrous fire. Most newer cars have pressure sensors in the fuel tank for the pollution control system and safety systems. these systems prevent conditions for a refueling fire to exist.
Some cars have a very restricted neck to the tank which induces pressure blowback turning off the pump. Others have a very small diameter breather vent hose that releases trapped air in the tank/neck. Yours could have either or both. It may be a feature of this car/model that you have to live with but a local shop would be able to check the vent pipe is functioning properly. Its usually visible alongside the neck from underneath. Unfortunately due to smog regulations almost all cars to latest spec have to capture all vented fumes when running and this tends to complicate the free breathing of tanks and necks.
Your problem could have many sources, but I would start by having your fuel pressure checked, especially under load. It sounds very much like your fuel pump is failing. Quite typically fuel pumps will run fine, then not fine, then fine again. Very often they act up while the engine is under load, such as climbing a significant hill, or accelerating suddenly.

I have a 2005 Hyundai Accent, It is not possible to fill the tank if you are letting the petrol pump run at full speed.Trying to fill up quickly it will only build up pressure and cut off. Next time you fill up just pull the petrol pump handle half way, it will take longer to fill but you wont get the blow back. Modern petrol pumps are getting quicker all the time.Hope this helps you.
I have a 2003 300m and I had the same problem when mine was brand new. I took it to the dealer and they told me that there was a recall on the filler tube going to the gas tank and fixed it for me. I don't know if that's your problem but it is worth a shot.
