Well that is battery volts.
but id never trust that dash meter, i use a real meter, to see if the dash gauge is fibbing. see?

if it is, then we work the meter. or data to it.
if the battery varies, then the alternator system is malfing,
if the battery does not vary, but the cig lighter port varies, that is wiring issues,

fluctuations if real?
is battery is doing that or the wiring. from it.
has voltage drops. (bad wiring) along the way.
if all is good, in wiring at battery , at cig and dash,
then the gauge is bad or the PCM is sending bad data to cluster computer.
first is to scan it, scan the pcm.
got DTC errors?

Cold start sensor is defective and not enriching the mixture for cold weather start. Its usually in the inlet manifold/water jacket and works the ECU until the air/water temp has reached a pre determined point.

Engine whining

check your power steering fluid level. when level gets low low the pump will start to make noise, also in colder weather the fluid becomes thicker and if the pump is starting to fail it will create noise also,

In Cold weather- I shut off the Car but I cannot turn the Key into the full off position. I have noted that the Car is showing as being still in gear (always S3) despite the shifter being in Park. This...

Did you try pushing up on the shifter while trying to turn the key? Perhaps your grease is getting cold on the shifting mechanism and it needs new grease or oiling.

I have a 2004 Jeep Wrangler and the CEL came on so I went to Autozone and had it hooked up to a code reader and it came back with the code P0155. This has to do with the front oxygen sensor in Bank 2....

P0155 is an O2 sensor heater fault. Could be the wiring to the sensor, could be internal to the sensor. Good explanation here (I see you have been there too!)
http://www.obd-codes.com/p0155

Use a Volt/Ohm meter to check the wiring harness. If those check out okay then replace the sensor.

Replacing an O2 sensor doesn't take long if you can access it. Sometimes there's not much space to work.

As for the cold weather... the cold weather has probably just uncovered an issue with the heater that *might* go away when it warms up. However it will take a while for the CEL to go off.
