You have a bad short to frame with some of your wiring to lights. A very close visual inspection with a bright light (I like the new led) should reveal broken insulation or cut. It may have been an accident repair area.

RULE one:
its a short, never ever up fuse size or risk a car fire.
or worse. it starts a fuel fire, (cascaded )
the wires are shorted.
first remove all lamps. you do know they can short, right?
and try one new one in each corner all at once or 1 by one
prove bad lamp or harness is shorted, easy.
look for trailer hitch wiring hacks, (look)
then look for wire damage from collision damage not corrected.
if all looks good, then its ammeter time.

the first tool comes with a circuit breaker in that tube.
it replaces the fuse. so you can find the short with the meter
the meter finds the short as you move the meter down the harness.
when current stops, the short is 1" back from there.

My daughters jeep had the same problem. We fixed by finding the wires that run beside the manifold down under the car. The conduit that have the wires in it was worn away because of resting up against the manifold, causing the wires to short the system out. Once I replaced the conduit and taped the wires it has not shorted out again. By the way, the Jeep dealer couldn't find the problem.

go to the horn under your hood, check it for any thing wrong, then follow the power wire and follow it back to your steering wheal. this is where your problem is you just have to find out where the short is. and fix it.

This means you have a short. I am assuming you are talking about the fog light fuse. Does this fuse blow whether the fog lights are off? or just when turned on?
If the fuse blows when the switch is off the switch is bad too. If the fuses only blows when the switch is turned on you have a short in the wiring or bulb.
I don't know if you have test equipment so first I would say to remove both driving bulbs from their sockets and see if there is corrosion. Fix that problem if there is corrosion.
Then install a fuse without the bulbs and see if the fuse blows. If you have a test light you can bridge the fuse panel without putting a fuse in. If there is a connection you have a hot wire grounding. If there is no problem install one light, fuse or bridge the fuse holder and see if 1 light works. Try each side. This way you can isolate the problem. Then visibly inspect wiring.

it might not be that. check your headlamp relay. i know sounds weird but just do it. when i bought mine it had already been replaced with the wrong one so it kept blowing it and the radio. replaced with stock part and just like that no more problems. hope it helps

grand cherokees have a lot of problems with burned out taillight bulb sockets . they are yellow and twist out of the tail lamp. take them out they will ususly have black burn spots on them.. when they are bad.very common....
