There may not be any other way to fix it except to replace your instrument panel. That's where your immobilizer is located. Or you could try this:
Try cold-booting the car. Remove both battery cables from the battery.
Short the battery cables together (away from the battery) for about 15
seconds. Reconnect the battery. No guarantees - I found this info at tdiclub.com.
SOURCE: Reset service interval alarm on VW Passat-01?
This is a mileage interval light that trips every 3,000 to 5,000 miles that indicates an oil change is necessary. You do not need a special tool to change your oil, nor do you need to bring the car in to the dealer.
1. Sit in the driver's seat of the Passat and close all the doors.
2. Position the trip/odometer button to display the odometer mileage reading, then hold it down with the forefinger on your left hand.
3. Turn the ignition key to the "key-on/engine-off" position to turn on all the power options for the Passat without actually starting the engine. At this point, a service indicator light will display (in the form of a wrench).
4. Press the minute adjustment button on the clock (or turn the knob clockwise on European manufactured Passats) and release the trip/odometer button.
Good luck and thank you using Fixya

SOURCE: 2003 VW Passat wagon, trunk alarm keeps indicating
Hi
You have to replace the latch of your trunk. The contact is in the latch and most of the time you have to change the wire and the connector because they are oxided and make a resistance.
If I remember well you cannot remove any fuse to solve your problem because the fuse will affect some interior lamps and door lock system.
I had the same problem on a VW Golf
