Check the wiring to the rear hatch. The cables break and cause a variety fo problems like yours. You will have to take the plastic cover off and expose the cables.

Besides what is already mentioned, 2001 volvo v70 tailgate lock/unlock relay location
There is a fuse #8 in the rear cargo fuse panel that controls the rear door locks and fuel door Lock. there are a whole bunch of relays in the REM that control different functions. Is possible that one relay is faulty and blowing the fuse.
Remove relay RM1, that one controls locking Left rear door. If fuse blows again after you activate the door locks, then that is not the culprit. Replace the relay back to its place.
Remove relay RM24, that controls locking right rear door. Try activating door locks and see if fuse blows.
Next try removing RM20, that controls rear hatch door locking.
By the way, the numbering of the relays is under each relay

Also check for voltage (at the lock actuator) when key is pressed. If voltage is present, then replace the actuator. If no voltage, inspect wiring and relay / fuses again.

2006 Volvo V50 Wagon: Tailgate will not open. Tried both remotes and clicked on driver door lock button.

This is most likely the Cable loom that runs into the top of the tailgate. A common symptom of this is that you also get a tailgate open message

2001 Volvo V70-T5 fuel guage malfunction

I had a similar issue and started to notice other electrical failures along with the gas gauge. My rear doors would not lock and my rear wiper stopped working. I started pulling fuses and relays to see if this would reset, no go. But then I hit the jackjpot. In the rear electrical panel, below all the fuses and relays is a 2" x 2" black plastic square with a big screw in it.

Remove the screw and pull evenly on the black square. This seems to be a major electrical hub for the car. I reconnected and all 3 of my issues disappeared...I read somewhere that a fix might be to disconnect the battery for a few minutes, which I guess re-sets some relays and circuits, but I guess this did the same thing. Good luck.
