I guess you bought the relay from an Auto parts store? Many will help you with the location. Otherwise, google make model year and Wiper relay location. You may find a picture of it's location.

I would suggest checking the linkage to the wiper arms I had the exact same problem also on 03 Bonnie my solution was a small aquarium air line over the vent then secured in the wiper arm then completely sealing every seam on the motor flex-seal works just fine if you don't have silicone sealer let it cure and at least for me problem solved. I had previously lost 2 motors in less than 24 hrs . Good Luck hope this helps
Nobody is going to give you an exact wire trace here, I can bet my bottom dollar on it. You will need to painstakingly trace your wiring from the wiper switch on the steering column to the relay and then to the fuse box, then to the wiper motor to discover your fault. Please stay in touch.
There is a pump on the bottom of the tank. a hard black tube runs just below the top of the drivers fender to the black shroud that goes under the wiper arms. it is hooked to a hose that goes to the wiper arms or squirters. Please post what year make and model and we can do better next time.
must be on the right side of the steering wheel ,a stalk switch -- but i have never seen a ford tempo so i wouldnt know ,tell you where it is on a humber hawk or a morris minor ,even a ford transit .. though .
system should have a wiper relay in fuse panel,can a audible click be heard from dash area or arround fuse panel or exterior of firewall/engine compartment when wipers are turned on,if not locate relay (see owners manual) and check for power at relay with key on first then check for power out of relay when wiper switch is turned on,fuse should put power to relay when key is on,relay should put power to wiper motor when wiper switch is turned on
fuse 23 in the engine compartment fuse box (near the battery) is the wiper fuse. Relays 2 and 3 also control the wipers and might be a source of the problem as well
