Hi Anonymous, I want to help you with your question, but I need more information from you. Can you please add details in the comment box?
I didn't quite understand your post? The wipers should work with fuse plugged in. With the fuse removed, the wipers shouldn't work.

I have a 1997 Chevy Lumina and the turn signals do not work. The hazards work, but can't see the lights on the dashboard. Also the horn does not work.

Question edited for a lot more clarity.
Question moved to model category.

It might be the flasher relay and it might be the horn relay although horns tend to seize up through lack of use. the flasher relay is is separate to the Hazards relay which is often part of the switch.

I need to replace the wiper/washer switch. The

I disconnected the battery, removed the air bag, removed the steering wheel and changed the switch. I had to make a tool to compress the spring to remove and install the lower snap ring.

Is there a fuse for 1992 chevy lumina windshield wipers?

Yes but these vans have a problem with the circuit board on the windshield wiper motor developing loose solder connections. Some sell these boards at Ebay. If your wipers only work on high speed, the board is the problem.

The Rear Wipers on my 2001 1500 Chevy Suburban Stopped working

Unplug the connector at the rear wiper motor, turn the switch on and probe the wires with a test lamp, if you have power back there you more than likely have a bad motor. If there is no power start checking fuses they are all labeled easily on the back side of the fuseblock covers both on the dash and underhood. Good Luck!!!
