Without knowing any specifics, it sounds like it is the climate control box, which is a valve that diverts the air flow over the heater core to give you heat, then when you want air conditioning , a valve moves a baffle to divert the fan air to pass over the A/C evaporator coil located in the car cabin.

The bad news is all this climate control valves and mini radiators are underneath the dash and there is a lot of labor getting the stuff out, especially if it needs replaced. You might luck out and it is just a linkage rod became disconnected. But count on at least 500 bucks if there is disassembly needed

Heater system

There are three fuses involved, all of which are in the fuse box in the dash.
15amp radio hvac powers the control module on the dash.
10amp hvac also powers the module.
30amp high blower fuse powers the blower motor only.
Check your owners manual for details.

A/c Problem on mini 2002

Yeah that sounds right, sounds to me Like Power Control Module (AC Control Module). You shouldn't need to get a code from the factory removing the Radio. If you do its not a big hassle it can be done by phone.

My heater and blower have suddenly stopped working. Been told thta it will be 10.5 hours labour to take dash off and fix heater unit. would that be right.

It all depends which model we're talking about Renault's manual may in some situations need for the dashboard to be removed but even as a technician there are ways to bypass this problem if we're talking about a Renault Megane 2 or a Renault Scenic 2 and if we're talking about removing the fan heater then it's just a question of removing the glove box but it also may be a heater resistor as the problem.
