Great SUV, I have the same model; for Ford Ranger/Explorer/Mountaineer 1991-1999 check this procedure to Fuel Pump - REMOVAL & INSTALLATION...

To gain access to the fuel pump, it is necessary to remove the fuel
tank.
Depressurize the fuel system and remove the fuel tank from the
vehicle.
Remove any dirt that has accumulated around the fuel pump
attaching flange, to prevent it from entering the tank during service.
Turn the fuel pump locking ring counterclockwise using a locking
ring removal tool and remove the locking ring.
Remove the fuel pump and bracket assembly.
Remove the seal gasket and discard it.
To install:
Put a light coating of heavy grease on a new seal ring to hold it
in place during assembly. Install it in fuel tank ring groove.

Insert the fuel pump assembly into the fuel tank, then secure it
in place with the locking ring. Tighten the ring until secure.
Install the tank in the vehicle.
Install a minimum of 10 gallons of fuel and check for leaks.
Install a pressure gauge on the throttle body valve and
turn the ignition
ON
for 3 seconds. Turn the key
OFF
, then repeat the key cycle five to ten times until the
pressure gauge shows at least 30 psi. Reinspect for leaks at the
fittings.
Remove the pressure gauge. Start the engine and check for fuel
leaks.

You need to reset the security system. Turn the key on. The security light should be flashing. Leave the key on for 11 minutes. The security light should stop flashing. Turn the key off. Turn the key on. Leave the key on for 11 min. again. Do the process a third time. It should start and run on the next key turn. ( also hook a battery charger to the truck while doing this 30 min. procedure. If the battery goes low at any time you will have to start over.)
Could be corrosion on the cables, I would clean both cables and try again. if no corrosion I would then look at the battery for correct voltage and fluid. batttery could be bad.
start the ranger with a test check the power at the starter when you start it on the starter the big wire always power the little one supposed to have power when you start the truck if you have no power go at the cluch there a switch check it if power go thrue or jump it with a wire let me know pierre
